The course objective is to familiarize the student with civil rights in both civil and common law jurisdictions, distinguishing between “human rights” and “natural rights.” This course will present an historical perspective on civil rights and fair housing. The role of the Department of Justice and fair housing laws will be provided along with information about discrimination against each of the “protected classes.” HUD requirements and fair housing policies and practices will be examined. The Ohio Civil Rights Commission’s enforcement of laws against discrimination will be presented, and unlawful discriminatory practices in fair housing will be detailed. Discrimination between two or more things is the discernment of qualities and recognition of the differences. Discrimination against someone is the prejudicial treatment of a person or a group of people based on certain characteristics.
