New York General Elective 1 - (Fair Housing, Fair Lending and Environmental Issues)

This course is comprised of two general topics. The first is fair housing and fair lending and the second topic is environmental issues. 
We begin with a study of Federal Fair Housing requirements over the years; including the Fair Housing Act of 1968, the Housing and Community Development Act of 1974, and the Fair Housing Amendments Act of 1968. We will also address some fair lending legislation such as the Equal Credit Opportunity Act (ECOA), the Home Mortgage Disclosure Act and the Real Estate Settlement Procedures Act (RESPA). Then, we will look at similar legislation under New York State law and local laws. 
Next, comes a discussion of appraiser’s responsibilities under USPAP. There will also be a section about how discrimination is enforced and penalized under HUD, the Department of Justice, and the NY State Division of Licensing. This will be illustrated with numerous actual legal cases. 
There will be a section on avoiding bias and discrimination in your report writing. 
The second part of the course addresses environmental issues; including air and water pollution, indoor air quality, wells and septic systems, and termites. There will also be separate sections on specific environmental issues such as asbestos, lead, radon, PCBs, underground storage tanks, wetlands, and hazardous waste sites. 
We will also explore governmental agencies and laws; federal, state, and local. There will be sections on the EPA, the Superfund Act, the NY State Department of Environmental conservation. We will address Environmental Assessment reports, appraiser responsibilities, and lender liabilities.

Course access is available for 6 months from the day it is opened. All courses, regardless of whether they have been opened, expire two years from the date of purchase. Extensions are available for purchase within 30 days of a course expiring. No extensions will be granted after this period.
