I read somewhere that I must take my final exam for my courses with a proctor. What does that mean?

You are required to successfully pass a proctored final exam in order to obtain or upgrade and appraisal license.

All proctor exam requirements are set by and individual state’s licensing agency for any given license. McKissock does not impose any requirements on students that are not mandated by that state’s regulating agency.
